Description
Nationally accredited training with a Statement of Attainment issued from TLI21921 Certificate ll in Track Protection from the Transport and Logistics training package.
The Protection Officer courses are competency-based, beginning with Protection Officer Level 1, progressing to Protection Officer Level 4, should you choose to do.
The TPO02 course is designed to provide participants with the necessary skills and knowledge to protect worksites within the TfNSW Network.
Protection Officer Level 2 course includes, but not limited to:
• Core Process
• Track Protection Fundamentals
• Risk Assessment
• Foundation skills, risk assessments, situational awareness
• Implementing Track Occupancy Authority (TOA)
• Working within a Local Possession Authority (LPA)
• Piloting rail traffic within an LPA or TOA
• Compiling of all required documentation
Duties and role responsibilities of a Protection Officer
A Protection Officer (PO) is a person who is qualified to implement varying levels of safeworking worksite protection for activities being undertaken in the rail corridor by rail industry workers on TfNSW Network.
A PO's role entails levels of responsibility and accountability. Safeworking categorises the roles and responsibilities of rail safety workers that are competent to undertake the safe management of rail traffic on worksites, ensuring the safe separation is maintained between workers and machinery, preventing workers from being struck by rail traffic whilst undertaking their duties. To achieve this, a PO must be able to:
• Reference the Network Rules and Procedures to ensure correct worksite protection is implemented
• Conduct safeworking/protection assessments
• Confirm Rail Industry Worker (RIW) competency/currency
• Compile worksite protection plans and other work on track documentation
• Deliver worksite protection pre-work briefs to workers

PO Level 2 only: $800.00
PO Level 1 & 2 combined: $1800.00
TfNSW TPO02 Final Assessment: $250.00
Track Protection Authorisation Interview: $300.00
Duration
PO2 theory course: Three (3) consecutive business days
PO1&2 theory course combined: Eight (8) consecutive business days
In-field On-Job Workbook: Up to six (6) months to complete
Final Competency Assessment: One (1) day

Pre-requisite
• Must have completed the RIW course (TLIF0020 Safely access the rail corridor)
• Category 1 Medical
• Confirmation from approved TfNSW safeworking company to undertake
On Job (OJWB) Training component
• Must be able to read, write and communicate well in English
NB: Beneficial to have a basic understanding of electronic devices

Assessment/Competency Pathway
Participants will be required to pass theory and practical assessments to achieve competency.
The journey to becoming a qualified PO is undertaken in stages, often referred to as 'blended delivery' via the following methods:
Stage 1:
Classroom theory training (off-job assessment): Consists of in-class face to face training with a qualified Trainer/Assessor which gives insight and provides instruction on how to assess risk, core fundamentals, role of Protection Officer, source and interpret information, identify, prioritise and implement worksite protection, in accordance with the Network Rules and Procedures. You will be required to successfully complete written assessments prior to commencing Stage 2.
Stage 2:
On Job Workbook (OJWB). After passing the theory assessments, you will be issued with an OJWB, per level, which covers the practical requirements of each PO level. This logbook allows the Trainer/Assessor to have real time contact with learners as you are required to submit video, audio files and photographs of experience gained from exposure to 'live' operational situations. This component must be completed with your approved company and supervised by a qualified PO2 or higher. Often referred to as safeworking coaches/mentors or subject matter experts (SMEs), they provide instruction and demonstration relating to the activities/tasks outlined in the OJWB and 'sign off', attesting you have met the required criteria to attempt a Final Assessment at TfNSW. This information must be validated by a qualified Trainer and Assessor at SCRT. If successful, you will be deemed satisfactory for this stage to proceed to the Final Assessment.
Note: To work on TfNSW Network, your OJWB provider must be a company approved to supply safeworking (HS) resources to TfNSW and authorised to enrol you into the Final Assessment.
Stage 3:
Final Competency Assessment: This needs to be undertaken at the successful completion of the OJWB and is conducted by a TfNSW qualified Trainer/Assessor. Enrolment to sit the Final Assessment can only be made by a company approved to supply safeworking (PO) resources.
Stage 4:
Track Protection Authorisation Interview: On successful completion and validation of your Final Assessment, you will receive a TfNSW 'Request for Authorisation Form' to book in for an interview, conducted by TfNSW to arrange the issuance of an 'Authorisation Certificate' which allows you to carry out the Protection Officer role on the Sydney Trains Network.
On Job Training and pre-approved Panel Member companies
To assist you with completing the electronic on-job workbook component, there are several specialised companies who are members of a safeworking panel, pre-approved by Transport for NSW to supply safeworking resources for projects undertaken on their Network. The time, length and duration of this component is governed by the safeworking company, not SCRT. Please ensure you are completely aware of the requirements and processes of your On-Job Provider prior to enrolling into the course.
Note: Pre-approval from one of these companies must be obtained prior to course commencement. SCRT will confirm this with the nominated company.

Completion
On successful completion of the off job (theory) training and assessment, a Certificate of Partial Completion will be issued confirming partial completion of the course.
Upon successful completion of all three (3) components (Theory, On-Job Workbook and Final Assessment), and successful validation of your supporting evidence, you will receive a Statement of Attainment recognising completion of the following units:
• TLIL0010 Implement track occupancy authority (TOA)
• TLIC0025 Pilot rail traffic within work on track authority limits
• TLIL4069 Plan and coordinate protection for multiple worksites within the limits of a work on track authority
Recertification
Due to the safety critical nature of a Protection Officer role, you will need to undertake a recertification every two (2) years conducted by TfNSW Learning & Development, which confirms and retains knowledge and currency.
