Course Description
Nationally accredited training with a Statement of Attainment issued from TLI32721 Certificate lll in Track Protection from the Transport and Logistics training package.
The ARTC NSW PO4 course is designed to provide participants with the necessary skills and knowledge to coordinate within and obtain and fulfil a Local Possession Authority (LPA) within the ARTC NSW Network.
Protection Officer Level 4 course includes, but not limited to:
• ARTC Vision and Values
• Risk Management Process
• Implementing and fulfilling a Local Possession Authority (LPA)
• Coordinating Protection Officer within an LPA
• Compiling of all required documentation
• Reporting and responding to conditions affecting the Network
Duties and role responsibilities of a Protection Office
A Protection Officer (PO) is a person who is qualified to implement varying levels of safeworking worksite protection for activities being undertaken in the rail corridor by rail industry workers on ARTC NSW Network.
A PO's role entails levels of responsibility and accountability. Safeworking categorises the roles and responsibilities of rail safety workers that are competent to undertake the safe management of rail traffic on worksites, ensuring the safe separation is maintained between workers and machinery, preventing workers from being struck by rail traffic whilst undertaking their duties. To achieve this, a PO must be able to;
• Reference and implement ARTC NSW Network Rules and Procedure, to ensure a worksite and workers are safe
• Conduct safety and risk assessments
• Compile worksite protection plans and other work on track documentation
• Confirm Rail Industry Worker (RIW) competency/currency
• Deliver worksite protection pre-work briefing to workers
• Access and understand Network Information Booklets (NIBS) content

PO Level 4 theory only: $300.00
Final Assessment: $300.00 per level

PO4 theory course: One (1) business day
On-Job Workbook: Three (3) completed (obtained/fulfilled) Local Possession Authorities.
Final Competency Assessment: One (1) day

Pre-requisite
• Must be a qualified ARTC NSW Protection Officer Level 3
• Must be a qualified ARTC NSW Handsignaller Level 2
• Must have completed the RIW course (TLIF0020 Safely access the rail corridor)
• White Card (CPCCWHS1001)
• Category 1 Medical
• Must be able to read, write and communicate well in English

• No singlets or thongs

Payment
Payment can be made on the first day of training by Eftpos, cash (exact amount) or direct deposit.
Assessment/Competency Pathway
Participants will be required to pass Theory, Practical Assessments, On Job Workbook Training and Final Competency Assessments to achieve a competent outcome.
The journey to becoming a qualified PO is undertaken in stages, often referred to as 'blended delivery' via the following methods:
Stage 1:
Classroom theory training (off-job assessment): Consists of in-class face to face training with a qualified Trainer/Assessor which gives insight and provides instruction on how to assess risk, role of a Protection Officer Level 4, source and interpret information, understand commands/instructions, in accordance with the ARTC NSW Network Rules and Procedures. You will be required to successfully complete Written Assessments prior to commencing Stage 2.
Stage 2:
Practical Assessment and On-Job Workbook (OJWB). After successfully completing the Theory Assessment, you will be issued with a Practical Assessment and OJWB, which covers the practical requirements of each PO level which must be completed within the ARTC NSW Network, in-field. This component must be supervised by an ARTC NSW competent and qualified PO4. Often referred to as safeworking subject matter experts (SME's)/mentors, they provide instruction and demonstration relating to the activities/tasks outlined in the OJWB, which allows the learner to have real time experience, gained from exposure to 'live' operational situations whilst undertaking the role of a Protection Officer Level 4, and 'signed off', attesting you have met the requirements to attempt a Final Competency Assessment.
Please note; we do require your SME's Statement of Attainment and RIW Card to attest their competency.
Stage 3:
Final Competency Assessment: On successful completion and validation of the Practical Assessment and OJWB by SCRT, a Final Competency Assessment needs to be undertaken, one on one, with a qualified SCRT Trainer and Assessor, which confirms underpinning knowledge required to be deemed competent to perform the role of Protection Officer Level 4 on the ARTC NSW Network.
On Job Training
To assist you with completing the on-job workbook component, there are several specialised companies, pre-approved to provide safeworking services to ARTC. These companies may be able to assist you in completing your On-Job Workbook training, however the length and duration of your training is governed by the safeworking company/mentor, not SCRT. Please ensure you are completely aware of the specific requirements and processes of your On-Job company/mentor prior to enrolling into the course.
Note: Pre-approval from one of these companies must be obtained prior to course commencement. SCRT will confirm this with the nominated company.
