Description
Nationally accredited training with a Statement of Attainment issued from TLI21921 Certificate II in Track Protection from the Transport and Logistics Training Package.
Protection Officer courses are competency-based, beginning at Protection Officer Level 1 and progressing through to Protection Officer Level 4, should you choose to advance your qualifications.
The TPO01 Protection Officer Level 1 course is designed to provide participants with the necessary skills and knowledge to protect worksites within the TfNSW Network only.
Protection Officer Level 1 course includes, but is not limited to:
• Role of Protection Officer and core protection processes
• Track protection fundamentals and risk assessment
• Foundation skills, risk assessments and situational awareness
• Protection Officer planning
• Implementing Lookout Working / Lookout Duties (LOW)
• Implementing Absolute Signal Blocking (ASB)
• Compiling all required documentation
Duties and role responsibilities of a Protection Officer
A Track Protection Officer (PO) is a rail safety worker who is qualified to implement varying levels of safeworking worksite protection for activities undertaken in the rail corridor by rail industry workers on the TfNSW Network.
The Track Protection Officer role carries significant responsibility and accountability for the safe management of rail traffic and worksite activities.
Safeworking defines the roles and responsibilities of rail safety workers who are competent to manage rail traffic movements around worksites, ensuring safe separation is maintained between workers, machinery and rail traffic. The objective is to prevent workers from being struck by trains or on-track equipment while undertaking their duties.
To achieve this, a Track Protection Officer Level 1 must be able to:
• Reference the Network Rules and Procedures to ensure correct worksite protection is implemented
• Conduct safeworking and protection assessments
• Confirm Rail Industry Worker (RIW) competency and currency
• Compile worksite protection plans and other work on track documentation
• Deliver worksite protection pre-work briefs to workers

Pre-requisite
Entry Requirements
To enrol in this course, participants must meet the following entry requirements:
• Have successfully completed the RIW course TLIF0020 Safely Access the Rail Corridor.
Please note: Online completion of TLIF0020 is not accepted for work on the TfNSW / Sydney Trains Network.
• Hold a current Category 1 Rail Safety Medical.
• Have written confirmation from a TfNSW-approved safeworking company that you will undertake the On-Job Workbook (OJWB) training component. SCRT requires this confirmation in writing prior to scheduling your training.
• Be able to read, write and communicate clearly in English.
• It is beneficial to have a basic understanding of electronic devices (e.g. tablets, smartphones, laptops) used for safeworking documentation and communication.

Individual must be over the age of 18 years old.

Clothing & Footwear
• Plain, casual clothing must be worn. No singlets are allowed.
• Enclosed shoes must be worn. PPE is not required. No thongs allowed.

A deposit of $500.00 is required one week prior to the course to confirm your place.
The remaining course fee must be paid on the first day of training.

Assessment/
Competecy Pathway
To achieve competency as a Protection Officer Level 1 for work on the TfNSW / Sydney Trains Network, participants must successfully complete all required training, assessment and authorisation stages.
Some stages are delivered by SCRT, while others are conducted by external parties, including approved TfNSW safeworking companies, independent assessors and Sydney Trains.
Successful completion of SCRT delivered training does not, on its own, result in authorisation to perform the role on the TfNSW/Sydney Trains Network.
The pathway is delivered in stages and is commonly referred to as blended delivery.
Stage 1: Protection Officer Pre-Assessment
The Protection Officer Pre-Assessment is a mandatory requirement for new candidates seeking Track Protection Officer Level 1 authorisation on the Sydney Trains Network. This assessment is designed to evaluate the skills and abilities required to perform the role of a Protection Officer and involves a structured range of assessment activities.
Candidates must achieve the required benchmark to receive a certificate of completion.
SCCRT has no input into, or influence over, the outcome of this assessment, as it is an external requirement for qualification on the TfNSW Network.
Your approved On Job training provider will explain this requirement in detail.
Provider: Assess Plus
Stage 2: Classroom Theory Training
This stage consists of five (5) consecutive business days of classroom-based theory training delivered by a qualified SCCRT Trainer/Assessor.
Training provides participants with the knowledge and instruction required to assess risk, source and interpret information, and identify, prioritise and implement worksite protection in accordance with the Network Rules and Procedures.
Participants are required to successfully complete multiple written theory assessments before they can progress to the practical on-job stage.
Stage 3: On Job Workbook (OJWB)
After successful completion of the theory assessments, participants will be issued an On Job Workbook (OJWB) covering the practical requirements relevant to the Protection Officer level being undertaken.
This stage is an extremely important component of the pathway. It requires each participant to actively implement their learning and be exposed to real-life operational scenarios in the rail environment, under appropriate supervision.
The OJWB is designed to collect clear evidence of your knowledge and experience in live operational settings and must include video, audio and photographic evidence of the required tasks.
Each participant is responsible for ensuring that all required evidence is submitted in full and accurately reflects the activities undertaken.
The OJWB must be completed under the supervision of a Supervising Protection Officer (SPO) who has been nominated and approved by the participant’s On Job training provider.
The SPO is responsible for providing instruction, demonstration and workplace supervision, and for signing off tasks where the required standard has been demonstrated.
Important: To work on the TfNSW Network, the OJWB provider must be a TfNSW-approved safeworking company authorised to provide safeworking resources and to enrol the participant into the Final Competency Assessment.
SCRT requires written confirmation from an approved TfNSW safeworking company that it will conduct the participant’s On Job training before final assessment arrangements can proceed.
Stage 4: Safety Critical Communications (SCC01)
Effective written, radio and telephone communication is essential for safe work in the rail environment.The Safety Critical Communications (SCC01) course is a mandatory requirement and must be successfully completed before a participant can attempt the TPO01 Final Assessment.
This course may be completed at SCRT with an approved SCRT Trainer/Assessor.
A Statement of Attainment must be provided to SCRT for verification before enrolment into the Final Competency Assessment.
On successful completion, participants will be issued with a Statement of Attainment for:
• TLIF0008 Apply safety critical communication in the rail environment
Stage 5: Final Competency Assessment
The Final Competency Assessment is conducted over one (1) day at SCCRT by an approved SCRT TfNSW Trainer/Assessor.
Before a participant can undertake this assessment, SCRT must have successfully validated the participant’s OJWB evidence and received the required Statement of Attainment for Safety Critical Communications.
If successful, the participant will be issued with a Statement of Attainment for the required nationally recognised units listed for this course.
Stage 6: Track Protection Authorisation Interview
After successfully completing the Final Competency Assessment, the participant’s approved safeworking company is then responsible for enrolling them into the Track Protection Authorisation Interview, which is conducted by TfNSW Trainers/Assessors.
This interview is a required authorisation step for performing the Protection Officer role on the Sydney Trains Network. If successful, the participant will be issued with a Statement of Attendance which, together with the relevant Statement of Attainment, forms part of the requirements to achieve competency as a Protection Officer Level 1.
SCRT has no input into, or influence over, the outcome of this assessment.
This is a Sydney Trains requirement for qualification on the TfNSW Network, and participants should discuss this stage in detail with their approved On Job training provider.
Stage 7: Practical In-Field Assessment with Sydney Trains
After successfully completing the Authorisation Interview, the participant’s approved TfNSW safeworking company must enrol them into a Practical In-Field Assessment. This assessment is conducted on-site by a Sydney Trains Rail Safety Coach or an approved TfNSW Petersham Safeworking Trainer/Assessor.
SCRT has no input into, or influence over, the outcome of this assessment.
This is a Sydney Trains requirement for qualification on the TfNSW Network, and participants should discuss this stage in detail with their approved On Job training provider.
On Job Training and pre-approved safeworking panel members
To support completion of the On-Job Workbook (OJWB) component, participants must engage with a specialised safeworking company that is a member of a safeworking panel and approved by Transport for NSW to supply safeworking resources for works conducted on the TfNSW Network.
This component is a mandatory and critical part of the pathway to competency.
The practical arrangements for the OJWB, including the timing, duration, workplace exposure, supervision requirements, evidence collection process and progress through the workbook, are determined by the participant’s approved On-Job Provider, not SCRT.
Participants must ensure they fully understand the requirements, expectations, supervision arrangements, availability, evidence obligations, timeframes and any provider-specific processes of their chosen On-Job Provider before enrolling.
SCRT strongly recommends that participants obtain written confirmation from their approved TfNSW safeworking company outlining its willingness to conduct the On-Job training component and any conditions attached to that arrangement prior to enrolment.
Enrolment in the course should only proceed once the participant is satisfied that they have access to a suitable approved provider and fully understand the commitments required to complete the OJWB component successfully.
Completion
On successful completion of the off job (theory) training and assessment, a Certificate of Partial Completion will be issued confirming partial completion of the course.
Upon successful completion of all components and successful validation of your supporting evidence, you will receive a Statement of Attainment recognising completion of the following units:
• TLIF0027 Perform lookout duties
• TLIF0023 Conduct track protection assessment
• TLIL3082 Implement absolute signal blocking
• TLIW0007 Operate under track protection rules
• TLIW2037 Clip and secure points
• TLIF2097 Use audible track warning devices
Recertification
To ensure Protection Officers maintain current skills, remain familiar with changes to Network Rules and Procedures, and continue to meet ongoing safety and compliance obligations, recertification is mandatory.
Recertification confirms that practical competence, knowledge of protection requirements, sound judgement and safe operating practices continue to meet the required standard over time.
It is a critical process that helps ensure individuals performing the role remain capable of protecting worksites, managing risk effectively and carrying out their duties safely, correctly and in accordance with current network requirements.
Due to the safety-critical nature of the Protection Officer role, and the significant level of responsibility, accountability and decision-making attached to it, you are required to undertake recertification every two (2) years with TfNSW Learning and Development.
This recertification process is necessary to confirm ongoing currency, retain knowledge and verify that you continue to meet the standard required to perform Protection Officer duties on the TfNSW / Sydney Trains Network.
Failure to maintain current recertification may result in you being unable to continue performing Protection Officer duties on the Network until the required recertification has been successfully completed and currency has been re-established.
